The Pennsylvania Gaming Control Board reported $289 million in gross online casino revenue for May, headlining the first time Keystone State operators topped $600 million in combined revenue for all gaming verticals.

The online casino figure was the second-highest total in state history, trailing only the $291.6 million reported for March. Year-over-year gross operator winnings were up 34.9% while surpassing $250 million for the sixth straight month.

The state was eligible to levy taxes on $232.9 million in adjusted gross revenue, an increase of 33.8% compared to May 2024. The state’s share of receipts from online casino gaming totaled $68 million for May, and the $324.1 million claimed in the first five months of the year is $77.1 million ahead of last year’s pace.

Penn umbrella surpasses $90 million again

Penn Entertainment, which has platforms DraftKings and BetMGM under its licensee umbrella, came within $59,250 of breaking its all-time state monthly high of $90.2 million AGR set in March. It remains the only licensee to clear $90 million in monthly winnings, with May’s total up 38.4% from last year.

Its platforms did combine for a state-record $85.6 million in gross online slots winnings, which resulted in $65.1 million in taxable revenue from that discipline.

The higher tax rates on slot revenue contributed to Penn remitting a record $25.6 million in receipts to the state, topping its previous high from March by $11,670.

FanDuel was a distant second but had higher year-over-year growth in terms of percentage. Its $64.1 million in AGR represented a 44.4% uptick, the highest among the four licensees who generated at least $10 million AGR. FanDuel’s three highest revenue totals have come in the last three months, highlighted by a record $66.7 million total in April.

BetRivers again nailed down the No. 3 spot as its $36.9 million in winnings was up 18% year-over-year. It cleared $4 million in table games winnings for the fourth consecutive month.

Caesars Palace Online via Harrah’s was the fourth and final operator to reach eight figures in May revenue at $11.2 million, finishing $1,274 short of its April record. Despite an all-time high in table games drop of $137.8 million, the $2.2 million in virtual felt winnings was down 18.3% from the previous month.

The best of the rest

Golden Nugget had the highest year-over-year jump of any operator to make at least $5 million, climbing 81.4% to $7.4 million in May. Total drop reached a record $269.9 million, but a third consecutive sub-10% hold on table games action meant the overall revenue figure was a low-water mark for 2025.

Though bet365 was unable to make it three straight months with $3 million in total revenue, the $2.8 million claimed was its third-best total in 10 full months of operation. The England-based operator’s spread between gross revenue and AGR for slots has lessened considerably at $63,712 total the past three months. That gap between the two figures was more than $8.2 million in January and February combined.

Some of the shine may have come off the Bally’s platform from last year as its $3.1 million haul was down 28% from May 2024. Action has dropped considerably since a record drop of $117.5 million in October, as May’s $83.7 million in wagering marked the seventh straight month it was below $90 million.
